Special Education Law

Focused on Special Education for 25 Years

Under the federal Individual with Disabilities Education Act (IDEA) and analogous California law, students with eligible disabilities are entitled to a "free appropriate public education" (FAPE). There are hundreds of requirements relating to special education programs, including identification, assessment, and Individualized Education Programs (IEPs). I have worked on cases involving the following disabilities for students, ages 3 to 22:

  • Autism
  • Learning Disabilities
  • Mental Retardation
  • Traumatic Brain Injury
  • Other Health Impairment
  • Speech and Language Disorders
  • Hearing Impairment
  • Emotional Disturbance

At my firm — the Law Office of Caroline A. Zuk — I work with clients to help them handle legal problems stemming from the unique challenges posed by identifying, assessing and educating students with special needs. Contact me online or call 562-375-0104 to schedule your appointment.

Preparation for Individualized Education Program Meetings

An IEP drives a student's special education program. The development of an appropriate IEP requires the application of procedural and substantive legal requirements. My office helps clients to interpret and apply these requirements. As a former special educator teacher and special education lawyer, I am uniquely qualified to understand the IEP process from a practical and legal perspective.

Compliance Complaints: California Department of Education and Office for Civil Rights

My office has successfully handled Compliance Complaints filed before the California Department of Education and the Office for Civil Rights regarding the education of students with disabilities.

Litigation in Special Education Matters

Although the majority of special education cases outside of court, some cases can be best solved in the courtroom. I represent clients in litigation before the California Office of Administrative Hearings, State court and federal court.

To schedule an appointment, contact me online or call 562-375-0104. My office is open Monday through Friday from 9 a.m. to 5 p.m., with out of office visits available.
